91 EB explorer wont start

my sisters 91 eb drained a battery so naturaly i replaced it, but in 2 days the battery is drained again and wont start. I had the charger on the new batt. and when i tpok it off it read 13.5 V so i hit the disarm button on the factory alarm and the voltage took a crap and went down to about 8.5V, now the car wont start and it just makes a buzzing noise when i try to turn it over. Is there a fuse to overide the fac alarm or does anyone have ne other suggestions?

And just where did you read this voltage? Try the battery posts, not the terminals. What will make the voltage instantly go down like that is either a bad battery or resistance at one of the contact points. Anything else you would smell! The best way to diagnose these things is to put a load on like the headlights and trace down the loss. Resistance measurments are about useless because in order for the starter to work it has to be under 0.04 ohms.
