Float Level Problem

What kind of problems does too high of a float level cause? I put a reman carb (2150) on a while ago and have a minor problem that I think is float related. It blows black smoke for a few seconds only if I have been driving for a while then shut it off and restart a few minutes later. It doesn't smoke any other time, the idle a/f mixture is correctly set, the choke is not sticking, the plugs are light tan colored. I'm thinking the float is a little high, I measured it with the carb still on just after I turned the engine off. I took the top of the carb off and measured the distance from the top of the float to the top of the carb and it was about 7/16 of an inch. My Chilton's manual says it should be 32/64 of an inch so mine is about 1/16 too high, right? Would this cause the black smoke that I see?

31/64th of an inch. That's the DRY setting (empty fuel bowl). The WET setting is top of the fluid to the top of the bowl. That should be something like 7/8.

It sounds like any extra gas is not cooking off, and therefore you're slightly rich when the engine starts up again.

Is the accelerator pump rod on the right hole?
