Code 511

This is my brothers 94 F-150/5.0, it says it's a "PCM ROM FAIL, No power on pin #1". He checked and found that there was power on pin #1. He also has an aftermarket chip, but the tuner says that it's not related. He was checking the codes for another problem and found that one there with them.
Does this have anything to do with it's "learned" data....does it lose it when the truck is shut off or is this something else?

I have read that the PCM power failure code will come up when battery power is interrupted, such as if the battery was disconnected during some repair. Reset the codes (by pulling the jumper wire, not by disconnecting the battery) and see if it comes back up after normal operation.

Everytime he has checked the codes, the 511 keeps coming back even after they've been cleared (with a scanner).
Could the PCM be bad?

I have been getting the same code. I think it has to do with my Hypertech chip. I am going to take it out and reset the computer to see if that's the problem.
