For most trucks, there's an adjustment nut/screw on the steering box that lets you adjust the preload on the sector shaft. You loosen the lock nut and turn the screw until you get the right torque reading, which is usually measured at the steering wheel.
For the newer trucks, the spec is between 13 and 18 inch/pounds of torque. Remove the cover to the steering wheel so you can access the nut that holds the steering wheel on, and measure from there. Measure with the drag link removed from the pitman arm so that it's free to move. I would guess that yours should be at least somewhere near these specs.
