unscrew the cap, make sure that filter is installed correctly, with cap off turn key to on for jest a second or two to fill bowl up, screw cap on and try starting.

The 97 has a mechanical fuel pump. The fuel filter should be filled with clean fuel before putting on the lid. If you put the filter in and did not fill it with fuel you cold have this problem. The glow plugs not coming on could also cause a no start. Why did you change the filter were you having starting problems, or was it preventive maint. Check for loose or unconnected wires at the glow plug relay. If everything is hooked up, check the relay with a test light to see if voltage is present on the small signal wire with ignition in the run postion. If you have voltage on the small signal wire you should also have voltage on the 2 large posts of the glow plug relay. If 1 large post has voltage and the other does not(with key in the run postion) Your relay is bad and needs replaced. Buy at International truck place, half the price of Ford place.
