7pin electrical issue, everything works but running lights

Have wired brake controller to oem plug under dash. Both turn signals and brake lights work but I am getting no running lights. Any ideas?

Fuse # 17 is a 15amp exterior lamp relay trailer tow fuse

where is this fuse located, under dash or under hood?

If fuse #17 is good where else may I look for problem?

Inside cab. Also check 20 amp fuse #38 and the trailer lamp relay.
