Need help check engine light p1131

Thanks in advance for anyone who can help. 1999 Ford Explorer 4x4 with 28000 miles. After CEL came on truck started to feel like it was loosing power or running out of gas then power would come back. Also a rotten egg smell at times. This vehicle is kept in garage and well maintained. I removed the MAF sensor cleaned and re-installed. Replaced air filter. The MAF looked new and was not the least bit dirty and the air filter was very clean. I hope someone can help. The code reads Lack of upstream heated Oxygen sensor-indicated lean bank 1.
