Unless you have cruise control, you don't have a horn relay.
If you do have cruise control, the horn relay is behind the instrument cluster attached to the Dash Brace..

Then what's that on my fenderwell? If I unhook it, the horn doesn't work. Or is this something that changed on the 78/79's.

Check your Haynes manual.
Page 229.
You will see side by side.
Horn switch >< No cruise
Horn switch > Horn relay <> with Cruise
When I bought my Truck, I commented that the horn sounded quite weak to say the least.
Found out No Relay, everything comes from the battery thru the switch to the horn.
A few weeks later when comparing another truck, that truck had a great horn
I was told that truck has cruise....yours doesn't.
My truck now has a set of dual tone horns from an old Buick.
Man those are loud
