In my shop manual it says that once you have installed a new tps you have to take it to a shop to get it set. Is that true?? or can a weekend mechanic set it up?
Which engine? Some engines technically don't make allowance for adjusting the TPS (the 4.0 is one). In others, it's supposed to be as simple as adjusting the precise position of the TPS until it outputs 0.7-1 V to the computer (ideal is ~0.95 V).
The TPS is a sensor that the engine control computer uses to measure throttle position. This allows the computer to adjust engine parameters according to throttle position (idle, part throttle, wide open throttle, etc). The TPS is a simple variable resistor where the resistance varies with how far the throttle is open. Your best bet would be to get a wiring diagram (Chiltons should be adequate for this) so you can see how it's wired in. Then grab your voltmeter, probe the proper two leads, and measure the voltage drop across the TPS.
Some real dumb questions. With my multi meter set to dca, do I test the tps with the electrical connector off or on. If off, I don't thing I will get any reading. If on, how do I get my multi meter leads on the tps and the connector at the same time.
If I do find out that the tps is bad, is there a "setup" required for the new one. If so, how do I do that.
