I'm not sure if this will help with your diagnostic, but when the hubs are locked in all the way in my '94, they unlock themselves and relock when you go from Forward to Reverse. So maybe it is just your hubs, and they are unlocking themselves when you put it into reverse. Besides cleaning the motor, it sounds like you'll just have to replace it.
