I have a 1995 350 PSD with a 4" exhaust and no cat.
I am getting this hideous hissing noise out the tailpipe.
I called the exhaust people and they sent me a new muffler, but it didnt fix it.

It actually bogs down when it is hissing. But a tap of the throttle gets rid of it for a while. Does it
only when running
at steady rate or decellerating.
Could it be the turbo?
I don't think it could be your Turbo. It's more than likely your EBPV or Exhaust Back Pressure Valve sticking or not opening/closing properly. Thats the only explanation (to me) for the hiss from the exhaust.
Sounds like the EBPV sticking. If I let mine warm up a few minutes in the morning, mine sounds like a jet engine back at the exhaust pipe once the exhaust back pressure valve closes. You could probably check it by just disconnecting the wires to it under your turbo and see if it acts the same.

You can, and many people do. Of course, by doing that you lose the ability to assist the engine at warming up. And if you have any warranty left, might not do it. I think it serves a good purpose. If mine fails, I think I will remove, and clean it first, and try to fix it. If that fails, I would probably replace it. But thats just me.
Since you're in PA you might want to leave it on for the cold winter starts. You can also wire it to work as an exhaust brake for about $20 worth of parts.
