Almost. You need to remove the instrument cluster, glovebox, heater-a/c controls. If you reach under the dash pad, you will find a series of nuts holding it down. There is also 1 on the face of the dash where the pad wraps over the middle.
It's not too bad. I can remove the pad from a fully assembled dash in about 15 minutes.
