I HAVE A 98 EXPLORER XLT. I dont have any low beams all other lights work. the brights work if you pull the lever but wont stay on. I tried all fuses and replaceing bulbs, with no luck. I looked for the lom in the center consoule and only found a wire block. any help will be great.
sounds like the headlamp switch on your dash is No good. Its a pain to change but i would consider it a possibility, plus if the illumination was already out it will be back with a new switch-small consolation
If I had a 98 Explorer, I would also have an "Electrical & vacuum troubleshooting manual" for it. Only 30 bucks at www.helminc.com My guess would be a bad multifunction switch which is very simple to test with an ohm meter. The manual will tell you how to test it. By making electrical repairs simple to do myself I figure this manual has saved me around 800 bucks so far. Not bad for a 30 buck investment.
It good be a bad LOM (lamo out module) i have heard that this is the culprit on many vehiles as well as the multifunction switch. It is located near the centre console in behind you driver info centre.

Stonem is correct. As a matter of fact all of them are correct.
However, don't overlook the obvious. The bulbs. A freind once complained the saME. Turned out he lost one of the low beams a long time ago and didnt notice and then the other burned out. So check that first.
Then, there is the info. center. Do you have the info center in the lower console\? If so, the healight signal passes through those for the monitoring part of the console. If its this, the info center will tell you bad headlamps even with a new bulb. It senses the current.
Then theres the multiswitch. Get a good manual, a voltmeter and start checking voltages.

Are you sure this has a relay??? Take a look at a wiring diagram and if the only difference between high and low beams are the electrcal paths thru the multifunction switch then the switch is shot. If you want to be able to easily figure out this sort of thing, get the manual I mentioned.
