for 2001 they are bolted onto the frame. One would use those bolts for installing a front hitch....also it is possible to find hooks to replace the loops if desired
I have a '00 EB 2WD that didn'thave hooks and it took a good afternoon to cut holes in the front valence and drill the holes in the frame. The bolts required 1/2" holes so you need a bit of patience and some good cobalt drill bits to go through the frame. don't forget that you'll probably need a dustmask and preferably a full-face shield to keep the metal bits from causing injury. remember that those metal shards are flung off the bit smokin hot even with lube.
I do a fair bit of groomed trail riding with my 2WD to fishing spots and camp/hiking sites and I've only got stuck once when weather turned bad and the trail became rutted. Since then I've put the hooks on and mostly used them to pull others stuck in the sticky stuff.
