Yep, thats your diaphram that RLKBOB referred to at the beginning of this thread.
I checked out your pic 93... that white thing you thought was a wire is a vacuum line, suprised your rig idles very well with that vacuum leak. Thats probably why you can fiddle with the dash mounted controls all you want and not see any movement out there at that diaphram. Better throw on a new vacuum line soon!

Now I know everything I wanted to know about this part -it is a vacuum motor that operates the fresh air/recirc air door that opens up when you select vent, or max ac. Turns out my motor is just fine but the line going to the vacuum harness was dry rotted to point where it broke. I replaced the vacuum line with some vacuum hose I got at the dealership. The bad thing t is that the Ford dealer no longer supplies this part, so if you do have one go bad on you - you'll have to fix it yourself or go to the junk yard and take it off another truck. Hooking it up, however did not improve my idle. Thanks for all the help and responses.
Since you are still having idle quality issues,I would check the rest of your vacuum lines. Chances are you have another vacuum leak. Use a vacuum gauge to help you determine the extent of the possible leakage.
