Unhappy Rust on Bronco tailgate...

Hello again all
My 1984 Bronco XLT has developed some nasty rust bubbles on the tailgate.

I would like to know what I can do (I have read a couple of posts in this section already) to halt the rust spreading.
I am thinking of sanding off the paint and rust to get back to bare metal (i hope there's no rust pinhole or hole at all beneath) and then applying anti-rust formula and a little filler and touch-up paint.
is this a sound idea? or does anyone have any suggestions otherwise?

also, what would be the best color to match the standard bronco reddy/orange as shown in the photo?

here's the offending area

thanks guys, any help is greatly appreciated

I have the exact same problem on my 68 f100. I am planning on sanding it down and repainting. Are you going to use spray paint? I think i may just sand it, prime it, then aplly gloss finish. Hopefully the colors will match good. I woul just go to autozone/advance auto and try to match up your color.

you arent going to use an anti-rust agent/solution ?

I'm going to give spray-paint a miss, not confident in my ability to prevent runs or layer thickness.
foam-brush auto paint will be the trick I think.
this will be the first time I have attempted any kind of bodywork on a truck. hope i dont botch it.

Metal-cancer disaster

Wow, I got the tailgate all prepared for grinding off the rust, filling and painting... only to find a bit of a nightmare.
it seems whoever had this truck before me was a real loser and touched the back up to look normal only for resale purposes. >
in some places the body filler goes 1 inch deep and it's looking like I'm going to have to cut the whole bottom tailgate section off, and get a new part fabricated and welded on.

attached is a picture of the damage. anyone have any suggestions? I could really do with the help. finding this sort of thing on your loved truck is a real downer.
