you can get block heaters at napa as well,not sure about the 6.9,but on my 7.3 it mounts above the starter on the passenger side of the block.or do you want a air preheater?,if your gloplugs are working correctly all you should need to get her running is the plugs and blockheater if its real cold.
i can get mine going in 35 below weather as long as its got a piece of card board over the grill to keep the wind out. we cant plug in here at school kinda sucks. never have to cycle glow plugs hit once and crank for about 3 seconds and shes off and running.
the reason why would be easier starting problem is yad need to heat such a volume of air to make it have a difrence ya wouldnt have an battery left to crank the engien over.
