Sandblaster
You might consider ditching the sand, because of health issues, and using another media. I have used Black Beauty (slag type sand) before, some Home Depots sell it, some do not.
Sounds like you have too much sand blaster and not enough compressor. If you are doing small things such as heads, a small 2 pound hand held will be enough. Lay it on a tarp, blast it, pick up the tarp and run the slag through a sieve and reuse it. A 50 pound bag will go a long way.
Your better quality sandblasters will have a chart showing you exactly how much psi and cfm you need to blast x number of square feet of surface area.
Use an abrasive designed for sandblasting, not "play sand" for the sand box.
Use protective equipment - A hood, eye protection, filter mask and gloves.
And as already mentioned here, dry air and dry abrasive are critical.
Also, if your blasting out in the open make sure you are well away from anything you don't want contaminated with the abrasive. The abrasive can get airborne and travel a good distance and end up in places you don't want it.
If you primarily do small projects look into a blasting cabinet.
Of course we're all on a budget, but tools are something I personally refuse to go cheap on.
