In my community there is a waste-to-energy facility and recycling center. Along with allowing people to dump off (for free) recyclable items such as steel, paper, etc, you can leave paint and other chemicals (for free). They inspect the items and then put them on a table for the public to take and use if they/we need it and presumably can use it (for free once again). Paint, insecticides, solvents, etc are all available on a first come first claimed basis. Call the company/govt office that handles your waste and see what they have to offer.
Our garbage service will take paint if you remove the lid from the can and allow it to dry thoroughly. It takes some time for a gallon of paint to dry that way, but it doesn't get easier than that. Call your company and ask.
