hey whats up all i need your opinion on this is it worth it to put it on a basically stock 400 im getting a new cam and 4bbl carb
Any help is greatly appriciated

Never used one, but what I understand about it is the SP2P was designed with small runners to use on a stock unmodified engine. If you are going to a larger cam or headers or higher compression a Performer will work better.
I emailed Edelbrock once and asked them about one and they said it was good but a Performer is better.
