"Michigan-left-hand-turn" - a u-turn in a divided road or boulevard. Or in some older towns, they have those annoying rotundas (? can't remember proper name) in which you must enter a circular track and exit on (hopefully) the correct road. Both scenarios involve inside curbs - not so "duh" after all.

I would tend to doubt your source of information. Ford publishes curb-to-curb and wall-to-wall diameters. The wall-to-wall figures are only 2-3 ft more than the curb-to-curb. I am pretty sure it represents the outer-track.
