Vacuum canister

can the vacuum canister ever go bad?? because mine dosent seem to work. with the truck running i can take the lower plug off and there is no vacuum present but there is vacuum at the top plug. the reason this is bothering me is cuz im not getting any vacuum to the EGR solinoid and inturn not getting any to my EGR valve. hope this makes sense

Sure, like everything else they can crack and leak if plastic, or rust and leak if metal.

There is also a check valve in the input so it may not be storing vacuum when needed(like on the gas)
