flash programming different in Canada?

flash programming different in Canada?
A fellow F350 owner said that due to differences in environmental requirements between US and Canada that trucks in Canada are flashed to run like US trucks do with programmers like the Predator or Diablo. Is this true? Is it possible to have a US spec truck flashed at a dealership in Canada? Has anyone done this?

My truck was originally sold in Canada, and I have a normal calibration. In fact, my bro-in-law just reflashed the pcm with an update for me.
I don't think there's any difference between US and Canadian rigs, at least when it comes to diesels.
