The military can definitely change the accuracy of the unit. Once I was out snowmobiling at night on a lake. We used the GPS the whole time and on the way back, the accuracy was not even 500 feet, we had a hard time trying to find our way back. The accuracy was way off and this was around war time, it was interesting.

GPS speed readings in a straight line are very accurate. The thing that will throw them off is going around a curve. The location accuracy of the GPS is determined by the location of the satellites that are used for a "lock" at any given time.
