My state capitol has put a $4.00 charge on people in their town to offset the cost of rain water that goes into local rivers from storm drains because of all the building there. Charge you when it rains....like anybody has any control over the weather.
You're not alone on this one. It could be worse though; unless something has changed, the city of Seattle, WA bases your sewer bill on how much water you use. Careful about all that flushing now.......

They do the same thing in this county too. Its just another way to get more money. In the town of Cary they made "McDonalds" change the color of their building cause it didn't match the town. Also (in Cary)you cannot fly the American flag in front of your home, its OK to put it at the side or back of the house though. They do not want to "offend" anyone that might see it. There was a service man and his family were going to sell and move when they told him about the new reg.
I think I would get the biggest flag I could find and put it on the biggest pole and plant it in my front yard just to spite them. That is unconstitutional isn't it? Especially if I own the land.
Sewer charges here are charged a big % of water used. If you use a lot of water in your garden, washing vehicles and stuff, you can get a special meter that won't cost you sewer charges.
Only problem, the meter runs about $400 installed. You can buy a lot of water for $400!
That rain tax and such are tied to a Federal law requiring sewer water to be separated from street run off water. The small towns that can not afford the millions to convert run off and sewer systems are basically up a creek without a paddle.
If you think about it, charging for sewer by the gallon is the best thing for all of us. The one who uses the service the most pays the highest bill. And since sewage is tough to meter, it only makes sense to charge by the amount of water used.
Most cities base the rate on the amount of water you use in the winter, so that your irrigation water is not counted.
Often, federal law requires that cities receiving federal money to help build sewer plants charge this way.

They charge us for the storm water run off. I think it's federally mandated. And our sewer is charged by how much water we use.
