98 Expedition 4.6 random start problem

98 Expedition 4.6 random start problem
My 98 4.6 Expedition has recently developed 2 issues: first the mileage has dropped about 2-3 miles per gallon and it randomly, when starting, acts like it is vapor locking or not getting fuel. It will crank and you can tell that it is attempting to fire. If you step on the gas, it will start and then when idleing act like it wants to die.
I have repalced the gas filter, changed plugs and wires and used Miracle Oil in tank.
It was doing this before the filter replacement, so I don't think that it is a bad filter, if that is possible. Or is this an injector issue?
Could it be with 102,000 miles that the tank pump is starting to go bad? is there a way to test it? When it does this there is no resulting check engine light. Is it injectors? How do I tell? Would there be a coe in the computer?
Any thoughts would be appreciated.
