There are 3 ways to shim the fuel regulator. One way uses a ball bearing the other uses an allenhead screw. The third way is to get the California emissions part for the fuel regulator. It raises the fuel pressure and gives better throttle response and smoother idle. I'm not sure if this mod works that well with the 1999+ PSD due to changes in the fuel system. I know folks who have done it, but I haven't done it yet. I'm sure someone else will chime in with the specifics. Quadzilla?

Shimming can only be done on the pre-99's, because of the differences in the fuel system. On our older trucks, the fuel pressure is regulated by a small spring. That approach was abandoned on the Super Duties.

True, you can stretch the spring, but it's a lot easier to stretch it out, than to compress it back down if you've gone too far. That's the advantage of a BB or small screw, they're both easily reversible if the results aren't to your liking.
