It's not a good idea on computer controlled vehicles, even though many techs do it. A much safer method is to disconnect the negative battery cable, and then turn on the headlight switch for a few seconds (10-20). This will drain any capacitors holding onto some voltage.



As far as your truck, you just confirmed that the VREF circuit is fine. Next do this:
With the key off, your sensor disconnected, and the 60 pin ECM connector disconnected, attach the leads of a multimeter, set to ohms on the 200 ohm scale, to the brown/green wire and pin 27 in the 60 pin connector. If the reading is more than 5 ohms, you have a problem in that wire, and need to find and repair it. If the reading is less than 5 ohms, do this:
With everything set up the same way, measure the resistance between pin 27 and pins 40, then 46, then 60. If any of the readings comes back less than 10k ohms, you have a short to ground between those wires. If the readings are all higher than 10k ohms, your ECM is bad.
