Those bolts are where a Plasma Cutter shows it's stuff. I've cut the shanks off bolts through both their heads or inside wasted nuts on bolts as small as 5/16" dia.
With some 5/16 & smaller I've also tacked head or nut in place w/ MIG then snapped off what's left of old bolts. Only pitfall with this method having to remove & dress thespot where tacked nut or head was later. Sometimes though it's the best method.
Another point to consider is fabbing bottom portion of those hard to come by support cores for older restos just as you fabbed your replacement cab firewall towers.
I get $2C to $3C to refurbish lower half or so, of rusted/ rotted support cores. done several GM A Bodys support cores too. Did a 70 GTO 400/400 A/C car and there were no support cores for it anywhere, looked as far as Carlisle Pa spring & fall events.
So what you've learned has much more value than just restoring your own Slick!
