Just purchased 4 - 285/75/16 MT/R'S, installer said there is a product (bag of sand) that is installed inside of tire and rim that opens when traveling and will balance the combo. He had a hard time installing weights and balancing.
True? Good product? Were can I buy it?
I tried the product on 35" tires and it made the vibration/shake that I was experiencing worse. Try to find a Hunter GSP9700 vibration control system at a local tire shop and have them balance your wheels with it. I think it's the best you can do especially with larger tires.

Have you had them spin up the rims without the tires mounted? This is an easy way to see if you have a bent rim. If the rims are true, I'd have them install a different tire and see if it balances.
I had discount install 37-12.50-17 MTRs on Eagle rims when I had my 01sd, and this combo balanced out Very good, MTRs are known for being easy to balance.
