My 99 3.0L Ranger only gets about 15 MPG in the city. Is this even close to what it should get or can I do something to improve the MPG? Seems like it should get more MPG! Any input would be great...thanks.
How about a tuneup? New spark plugs, plug wires, fuel and air filters, and a new PCV valve always seem to help a motor do better on the MPG. Running some fuel system cleaner through every now and then is also recommended. If the performance of your oxygen sensors (HEGOs) is degrading, then that could also be causing lousy gas mileage. In addition, if your T-Stat is stuck open, or opens too soon, your engine will remain in open loop (and thus run richer) longer than it should, causing poor gas mileage.

My'99 3.0 with big air tube and K&N and after cat duals gets about 17.5 mostly city. I still have the sticker which says 17 city/ 22 highway. The fine print says 14-20 city and 18-26 highway so it looks like you're in the ballpark.
