I have a 98 Expy EB. For the first problem, it seems like it sits lower to the ground than normal Expys. Two, the air compressor under the hood seems to be very loud and vibrating very much. Is there any way these problems are related? Is it me, or does the air compressor seem like its dying?
Does your truck have air suspension? Sounds like you do, and the supply pump might be going bad. I know that my Navigator will actually go up and down like an inch or two. It lowers by about a inch or so when you shut the truck off and raises back again when you start the truck. It has done this since day one, guess ford wanted to make it easier to get in truck. Also my air pump is getting louder as its age increases, still works though.
I would keep an eye on the compressor. I have a 2001 EB Expedition and my compressor started making noises about 4 months ago. Just 3 weeks ago I woke up and the truck was sitting on its springs. It cost me almost $300 to get the compressor replaced. Hey it works great now!
Gentelmen this known as a kneeling effect & yes it is to make entry & exit smoother, as far as the lowering & raising it is perfectly normal: most folks think that the suspeneion doing this
is bad on the compressor it is not bad for it, my continental self
adjusts frequently for example going down the highway after you
sustain 70mph or so it lowers for better coeffincial drag numbers,
also the center of gravity lowers to handel better at speed, then it raises back up as you come to a light. You guys may want to do a search on this in the history section to see the repair to this
problem [noisy compressor]. I am looking into the possiability of
using the same type grometts that are used to secure the power
steering tank to the bracket [you know it is the ones that have the brass bushing on the inside of the gromett] this seems
to be the most durable gromett for this type of application. As i
mentioned in the previous thread:isolating the compressor bracket from the mounting points is of the important tasks in this chore. Keep us posted if you guys have any questions just ask.

The truck will also raise more when 4x4 is selected. The air compressor vibration and air born noise is a known issue at Ford. It is caused by mounting it to the body instead of the frame. There is a fix coming out soon that is a quieter compressor and it also uses a double isolators which is just rubber bushing in between the compressor mounting bracket and the body.
My '98 E.B. compressor died twice after 100K miles. I changed it out twice before converting to coil springs. I found that the rubber grommets connecting the compressor to the mounting bracket will break down (rubber begins to fail) causing the compressor to "buzz" when metal hits metal. You may be able to find the grommets somewhere (try struttmasters.com) - will have to pull compressor to replace them. I posted a how to a few months ago...try a search on air suspension or LLS.
