I thought the change from 230 to 260 was in 1998 or 1998

1999 was the cross over year.... some products had the PI heads, some didn't. Had a thread in the '97 - '03 section about a guy looking for a 250LD. The guy looked at several '99's. Some had PI heads, some didn't. The head is stamped "PI" up on the forward end. The story I recall reading said that either the Expy/Excursion got the PI's from day one or the trucks did.... I'm guessing that you'll have to look for the "PI" to make sure. The vehicles also had a change in the intakes. Some of the intakes were composite, some had a "plastic" upper.

1999 F150's all got the PI heads and the F250 LD trucks didn't all get them until 2000.
According to my Ford owner's manual, the 1999 F150 5.4 only has 250 HP and 345 lb. ft. torque instead of 260 HP and 350 lb. ft. torque that Ford lists the 2000 - 2003 5.4's at.

Well that's odd, Ford didn't build a 2000 F250LD. Perhaps you're thinking superduty, which would make sense.
I recall the numbers you refer to in the van version of the 5.4, but never the truck line.

Why by golly you do!! How do they ride compared to a regular F150. My OffRoad 4x4 is pretty stiff and slightly bouncy, but not uncomfortable. The 2000 F250 SuperDuty 2wd at work rides terrible. No drinking out of a glass unless you want to wear it!

Well, Jimmy, it rides pretty darned rough. It has the stiffer spring rates, and I upgraded to 'E' load rated tires which compound the "jolt" that much more. It was so stiff I now have a "spare" exhaust system in my yard. I ended up having a friend weld a straight pipe off the y. The new set-up exits in front of the tire ala '97-'98 models. I did that 'cause the muffler and exhaust pretty much ripped off from the sway and weight. No more dual custom exhaust. I'd be wasting my money.
My parents will probably bring their '02 FX4 S'crew out to my neck of the woods this year, so I'll have another factory Ford 1/2 ton suspension to gauge it off of. My buddy's '02 4x4 RAM 1500 rides like a cushion on our rough road and the wife's Focus handles the potholes better than this thing.
I wouldn't trade it for anything, though. It can out tow and haul that RAM. It puts the fear into my friend with the Tundra, and my Mis-guided Chevy friend has to make the standard stupid excuses when I ask if he can put a ton in his bed and not have his truck's rear sag.
Edit: Forgot to add, you put a decent load in the bed (over 500 lbs) and the truck actually rides better. My '82 did the same thing.
