the fuel pump is in the tank not much fun changing because the tank has to come out. if the box of your truck is open it might be easier to unbolt the box and slide it back to access the pump. the wires that connect to the pump might just have a bad connection or the grounds fron the pump. if you want to be 100% sure before tearing into this put a pressure guage on the shrader valve pressure should be 30-45 if it isn't try pinching the return line on the rubber part with some vise grips if this raises the pressure to specs the regulator is shot otherwise it's the pump. the fuel filter is located in the frame rail you need a special tool to change it. if you replace the pump be sure to replace the filter too.
Just checked fuel tank,noted the fuel line from tank does to a cy.shaped unit, maybe 1' long,5" dia. with electrical connection.

If pump had bad connection,I hear something come on for 2-3 second after turning the key. Is this the fuel pump starting?
The 1999 has a returnless system so you won't have the return line 77redf250 talked about, the pressure is regulated at the pump. It is MUCH easier to remove the bed instead of dropping the tank. Test the fuel pressure.
no kiddin? but the 98's got a return right?? i know the 4.0's do. sorry about givin you false info i hate it looking for something that doesn't exist. the buzzing sound when you hear is the fuel pump unfortunatly it isn't outputing enough pressure. to replace the pump you need clear access to the top of the tank. there will be a lock ring you have to spin with a punch & hammer or big screwdriver then the whole assembly pulls straight up. when you change the pump make sure you get a new sock(filter) & an inline fuel filter.
This is from the 1998 Ford Ranger manual, I'm not sure when they switched to returnless.
The fuel delivery is accomplished through a mechanical, returnless fuel system (MRFS). There are no fuel return lines external to the fuel tank (9002).
The fuel pump (9350) supplies the fuel injectors (9F593) with pressurized fuel through the fuel injection supply manifold (9D280).
Fuel pressure is controlled by the fuel pressure regulator (9C968) which is mounted to the fuel pump bracket within the fuel tank. The fuel pressure regulator is not serviceable.
A rollover protection valve is also mounted to the fuel pump and is not serviceable.
