The holes are balancing for the individual motor and they are done at the factory. It is possible that at the factory there are different requirements due to the extra material on the 400 crank over the 351. It would stand to reason that the 400 journals would be heavier on the crank and that the balance holes could be on opposite sides of the crankpin to make up for the difference between them.
Well i've had a junk yard tell me they were different and a NAPA store and the local Ford agency tell me they were the same. I talked to Fluidampr and CAT and they both said their units would work on any of the small blocks through 400. The weight is the same but the internal harmonics for the various engines are different, but with the fluid fill and the rotating damper inside they can fluid types can adjust to any of the engines at any rpm range where standard type dampers typically are strong a t a certain rpm range but not at another. So I found some of the CAT dampers on e-bay for $130. Hope it works.
i have had a ford dealer tell me that it would work if the wight was the same on them but i wanted some more advice before i did this so i dont destoy my crank or worse
