Most likely in the "multi function switch" in the steering wheel. The '02 E350 I drive for work had a similiar problem and Ford found the plug had worked loose and was giving some wierd signals. Plugged it in and no problem since. In the last E350, a '99, that the switch went bad and sometimes would work, sometimes not. Replaced the turn, wiper, hi beam (multi function switch) and all was well.
