It happens on my '00 as well. I don't think the tires matter. I have the Steeltex A/Ts. I always back into my drive and I have to make a pretty sharp turn (almost a U-turn) to get lined up. Well I have my wheel full lock to the left when I stop going forward and can't really straighten it out before backing up or I can't make the cut. So I have to cut back to the right as I am backing. If I try to just sit there and turn the wheel, sometimes it binds up like you are talking about. This is where I notice it the most. Other times I notice it is with the plow on. All of that extra weight hanging out there taxes the power steering pump. I don't have the steering stabiliser so that is not the culprit.
Next time I will ramble on a little bit more. I don't think this post is wordy enough!

i beleive that the problem you fellas are experiancing is because of the brakes. try this. when you are holding the brakes try to turn the wheel. as you turn it let off of the brakes and see if that makes it easier to turn. i know that when i am at a stop light and am holding the brakes that i cant turn the wheel. hope this helps some.
this is a normal condition with stock tires or large tires. I have a 01 f350 with a 4 inch lift and 36 super swampers and the steering rate never changed. I am also a ford technician and see it all the time. Any other problems or ?s feel free to ask

Hmmm, just thought I would bring this back from the dead as well. I really hate the steering lock-up I am experiencing. I will test the relationship to the brake pedal today also.
I just checked my truck and noticed that the steering gets a little tight just past center when turning in either direction while stopped and no brake pedal action.
When I have the braked depressed then the steering will bind and wont let the steering wheel pass the 180-degree mark from center in either direction...
I am also going to disconnect the steering stabilizer tonight to see if there are any improvements. As I started noticing my problems shortly after installing the stabilizer.
Let me get this straight.....Ford produces a truck that won't allow you to turn the steering wheel if you are stopped and have your foot on the brakes. This is normal.
