The employer and the issuer of 1099's do not have to file them with the gov't until the end of February.
Does this mean that I may not receive my 1099 until the end of Feb.?
I thought they were the same as W-2's.
I had already recieved my W-2 from that same company for the work I did for them as a employee, but haven't recieved my 1099 from them. I was self-employed contracted to them for most of the year.

Call, or have your tax person call the IRS to make sure they were filed. Just request a listing of 1099s against your SS number for 2003. If limited, they'll read them to you over the telephone.

I called the company I was contracted to last week to see what happened. They had just printed them that day & I recieved it a couple days later.
I understand the late response because of the melt down, I've already have my taxes filed & State Refund is already deposited in my account.
