I have a 99 SD PSD CC 4x4 6spd. The Rear anti-lock brakes seem to release before I come to a complete stop. If the anti-lock system is not working the brakes don't do this. Anyone have the same problem. Could it be the sending unit on the rear axle. I've had to splice a wire together there. Also, if I hit big bumps the anti-lock light comes on, but goes off after I cut off the truck and then re-start.

Do you have a referance or manual that says this or a warning
decal.
Choirman ,their may be a plug upstream ,just replace it from
there back to your rear.
also sensors become dirty over time you may have to clean the one in the back.

IMO, the RABS used in '99 and '00 were junk. Do a search for ABS and you'll find people with similar experiences. I had a '00 F250 that lit the ABS warning light just like yours. A restart would "fix" it for a while then it would come on again. Finally got the dealership to replace the RABS control module and the problem never occurred again during the month I kept the truck afterwards... traded it for an F350.
