Emissions question

My 78 Bronco is supposed to be exempt. It has a factory 400. The only emissions on it are the EGR and PCV and the items to control them. I havent driven it yet, it is in the last stages of a power up rebuild. Any confirmations or comments? Oh, this is AZ.
