You are correct,have any of you seen the design of these hubs
they look like a big wratchet with a spring behind it with o-ring seals
to keep the moisture out plus provide the seal for the vacum to draw against.
The manual hubs have a cam which as you turn the selector **** ,it loads the spring to push on the wratchet when the wheel rotates the
wratchet locks in the hub.
My thoughts are you may have a dry (no grease in the hub)or you have
dirt or wear particles within the hub itself which causes sticking.
Or leaky vacum line or o-rings to that hub!
