The only surge I've had is when going down hill. The cruise can't keep the rpm's steady. It will jump a few hundred then settle down and repeat. Ford replaced the servo. Guess what, it still does it. Been living with it now for yrs.
As benr0 hinted, some of our trucks have a problem when the cruise control is set at about 70mph (± 2mph). A few have also reported a problem around 40mph but I haven't tried to duplicate the problem at that speed yet. Regardless, the problem is that the truck (even on flat land) will surge terribly- like it goes to WOT then it lets off the gas completely. It does this almost constantly as long as speed is set at 70mph. Everything works fine at other speeds. From my experiments, it definitely seems speed related as disengaging OD has no effect on the surge at all.
Found the following TSB which may address the problem, although they don't describe it as a "surge". My truck has done this a few times at 50 MPH with the CC on. It seems fine at other speeds. Definitely annoying when it happens though - full throttle then not enough throttle like the thing can't make up it's mind.

I own a 2001 excursion and bucks and surges when the cc is set.
The problem is it only seems to do it when I'm on a trip and the dealer thinks I'm nuts. They can't find anything wrong when it's in the shop.
Next oil change I'll give them this info. Thanks
A bunch of guys have solved this by changing out the ABS controller. If it still under warrantee, your dealer should do it pro bono, as there is a TSB for it.
I bought it used last January w/30k and it's done it the hole time but only on trips. The dealer only drives around town and it won't act up on them. But the conplant has been on goin for a year when I still had the factory coverage but I'll see what they say
