Are the dealers obligated to fix TSB issues? My 2004 Expy is in the shop right now - turns out they're resolving the issue described in TSB 03198. I've also discovered at least one other TSB that I'd like resolved while the vehicle is in the shop and want to request they take care if it while they're at it.
A TSB (Technical Service Bulletin) is just an aid to help Ford techs fix a problem that a vehicle may have. When Ford issues a TSB it doesn't mean that every vehicle that the TSB talks about needs to be fixed. If the vehicle doesnt have the problem that the TSB is about then the tech isnt supposed to perform the TSB. Some TSBs could actually make your vehicle worse if it didnt need to be done. For instance if your engine pinged and there was a TSB to reprogram the PCM to cure it, and you got it done on your engine that didnt ping, you might notice less power and gas mileage as reprogramming the PCM as per the TSB just retarded your ignition timing.
OK - thanks for the responses - I actually have them fixing something that appears to be associated with TSB 03198 (Rear Clutch Pack replacement) - and suggested that they resolve TSB 17247 (Excessive Brake Dust Issue) - they said they would do it, but they would have to confirm with Ford that they saw the presense of excessive brake dust on the wheels or runningboards. We'll see what happens.
