If you're talking about the jack that you plug the OBDII tester into, on my '96 it's under the steering wheel, to the left of the hood release. It's under a cover, though.
On my 95 it is under the steering column with a small cover that you can pull off without any tools. It has a small "finger access" for lack of better words. Check the door jamb for the month it was made. If it was before July, a standard scanner will not work. Let me know if you need more info, I have been dealing with this problem for about a year.
I found a scanner that will work. The Autoxray 2000. Pretty nice tool, but it's $200. However,it has already paid for itself. On the 95 Ranger, you have to set it to read "Generic OBD II".
Try some of the auto parts stores. There are some that will pull the codes. You could try to reset the computer to see if the light will stay off. Disconnect the negative battery terminal for about five minutes. Sometimes the light comes on for a one time problem. If the light does come back on, try disconnecting the various electrical connectors on the sensors and cleaning with a good electrical cleaner. If that doesn't work, you are stuck with pulling the codes. The early 95 is a tough one to find a scanner for. Try to sell the scanner you have. Keep us posted.
