Ebay Chips? Worth It?

i was wondering if these 5$ ebay chips actually work? i hav a ranger and they have them for it all over. what do these chips control? timing, fuel mixture? also would there be any negatives? i have heard you will need premium fuel and they may turn on a check engine light? any ideas thanks

I believe that they "trick" the computer and that they can work slightly but only in ideal conditions.
