Common? Yes and no. It's a common complaint on the board but with the thousands of SD/Exs out there I wonder what the true ratio is.
It is more than likely the vacuum seal within the hub. I say that because I tend to look for the simpliest, most inexpensive fix first. You problem could be worse.

It's most likely either the line or the hub seal. Those are the two most common sources of ESOF problems. Check the hoses going down to the hubs and make sure they aren't cracked, broken, or just disconnected. If they look OK, pull one off and have a helper engage 4x4. When they do this, you should feel a vacuum pulse. If so, then the hub seal(s) are faulty. If you don't feel a quick suction, then the problem is further "upstream".
