Airbag light?

My wifes 94 airbag light on the gauge cluster will blink on off ever once in awhile during idle, driving on or off road so I would rule out a possible short but dont know if this normal or is it telling its going to give a black eye when you least expect it?

The light is blinking a code. Ex. 2 flashes pause 3 flashes, for a code of 23, then it will repeat it for awhile. Try getting the code and posting it here.
