does the power chip reduce engine life?
I was thinking about getting the Banks turbo package (power chip, larger exhaust, induction system etc.) for my 99 ford powerstroke. Does this however reduce engine life and fuel mileage? If not then why doesnt ford offer this on all stock vehicles?

In answer to your first question, adding a chip doesn't shorten engine life. Abusing the truck shortens engine life, and you can do that with or without a chip.
To your second question:
Ford designs their trucks for the mass market, and a lot of people don't see the need for the extra performance that mods bring to the truck. Ford also designs their trucks to be operated all over the world. They build the same truck for the people in Alaska as the folks in Arizona, so the programming in the pcm is a compromise program. It's designed to give satisfactory performance regardless of the operating conditions. A chip is an enhancement that not everyone sees the value of. My brother-in-law drives a 2000 Dodge Cummins. When talking at Christmas, he asked why I bother doing all the things to my truck that I do. His question: "Didn't it have enough power to begin with?" He wouldn't be a good candidate for mods.
To your second question:
why doesnt ford offer this on all stock vehicles?
