You both may need the relay. It goes for 250$ Cdn. The Ford kit comes with everything you require.
A friend of mine had to buy one. He had a 97 Explorer, It had the same part # as his Windstar except for one wire.. I checked on my Explorer/Aerostar and they were the same. You maybe able to pick one from the recyclers.

Ebay listing looks more like an adapter to plug in to the factory harness on an X equipped with tow package(like mine). These already have a round plug right behind /above the bumper.
I've seen a T-harness (I think at www.etrailer.com) that plugs in-line to factory wiring harness without splicing wires.

that plug at autozone
You can buy that plug at autozone for $10...I know cause I just did...had to order though and had it the next day....I am using for a connecting point for my blue LED ground effect lighting...
