Wont start right

My brother has a 1993 F-350 with a 460. It takes a few seconds for it to start.It floods out really bad and doesnt have the power that it used to have. What could the problem be?

Carb maybe, or timing.

Well it isnt carbed. It is a efi.I dont think it is the timing either.

Check the pressure regulator for a bad diaphram or a bad vacum hose running to it.

If you are talkin about the fuel pressure regulator it has a new one but it does have a vacume leak.So I will tell him ti fix them.Then I will let you know how it is doin
